Amazon Web Services on September 10, 2026 added four capabilities to its AWS Elemental video services, and two of them change how advertising reaches live streams: a mechanism that places Amazon demand into unsold ad slots for publishers working with Amazon Publisher Services, and ad insertion for low-latency streams built on Apple's HLS interstitials.

Amazon's cloud division added tools on September 10, 2026 that let streaming services put ads into near-real-time live video, fill ad slots nobody bought with ads from Amazon's own buyers, and use AI to describe what is happening on screen. That matters to broadcasters, sports streamers and the advertisers who buy their live inventory, because unsold breaks and slow streams both cost money. What changes is that publishers using these tools no longer have to pick between a fast stream and an ad-supported one, while more of the demand in their breaks can come from Amazon.

Four capabilities, one pipeline
AWS set out the changes in a post on its Media & Entertainment blog written by Kali Ridley, a senior technical industry product marketing manager who leads marketing for AWS Elemental services. The material carried an embargo of 15:00 CEST on Thursday, September 10, and was timed for IBC2026, the broadcast technology show in Amsterdam.
The four additions are Dynamic Multiview in AWS Elemental MediaPackage, Contextual Metadata in AWS Elemental Inference, and Yield Optimization and Low-Latency Ad Insertion in AWS Elemental MediaTailor. According to AWS, content-aware streams, per-viewer personalisation and monetisation have each required "its own vendor, its own pipeline, and its own operational overhead," forcing media companies to pursue them one at a time. The company's argument is consolidation. All four run inside existing Elemental services, according to AWS, with "the same 99.9% service level agreements (SLAs), the same operational model, and no new vendors to onboard." Neither the SLA figure nor the claim of millions of live streams is independently verified.
MediaTailor is the part advertisers will recognise. The service has handled server-side ad insertion since reaching general availability on November 26, 2017, and its product page lists Amazon Prime Video, Peacock, NBCUniversal and Seven West Media among its customers. The same page carries a Foxtel Group case study headlined as a 25% increase in live event ad fill, a figure AWS publishes about its own product.
Amazon demand for unsold live slots
How the fill works
Yield Optimization fills available ad slots from Amazon Ads inventory during the insertion step, according to AWS, turning what the blog calls "dead air and slate video into monetized impressions." Slate is the holding card or loop a live stream shows when a break has nothing to play: the on-screen form of a no fill. AWS says the capability costs nothing to enable and requires no additional infrastructure.
Because the ads are stitched into the stream before it reaches the viewer, AWS states that they "play seamlessly on every device, can't be blocked, and transition without buffering." The capability is open only to APS streaming TV publishers, according to the company, and is designed for large live events such as professional league championships, where response times are tight.
Category rules and floors
Brand controls sit at the level of the break. According to AWS, demand is filtered by category so that competing advertisers do not appear in the same pod. In the AWS example, if a sports drink brand holds a direct-sold spot, the system will not place a rival beverage advertiser in an adjacent slot. Publishers set their own price floors and category rules throughout, AWS says.
What the documents leave out
"No cost to enable" describes setup, not the economics of each impression. None of the four documents supplied discloses a revenue share, a fee, a clearing mechanism, regional availability or fill-rate data. Nor do they say whether Amazon demand competes against other programmatic sources for these slots or receives only what is left after them.
The wording also shifts between documents. The summary list in the blog and the covering pitch email describe the source as "Amazon Publisher Services (APS) demand," while the section describing the feature says slots are filled "from Amazon Ads inventory." Inventory ordinarily refers to supply rather than demand, and the materials do not reconcile the two phrasings.
The blocking claim deserves context as well. IAB Australia's August 6, 2026 technical explainer rated server-side insertion the most resistant of three insertion models to ad blocking, while characterising it as resistant rather than immune.
Amazon on both sides of the break
AWS operates the insertion service, Amazon Ads supplies the demand, and APS holds the publisher relationship. PPC Land's analysis in October 2025 described how AWS was becoming central infrastructure for advertising well beyond Amazon's own properties, days after AWS RTB Fabric arrived on October 23, 2025 promising single-digit millisecond latency and up to 80% lower networking costs for bidding traffic.
Amazon's demand side has meanwhile grown faster. The company reported second-quarter 2026 advertising revenue of $19.8 billion, up 26%, with inventory on Thursday Night Football, the NBA, the WNBA and NASCAR sold out. APS has spent the same period extending its publisher tooling, including an AI assistant and a wider Signal IQ in May 2026. Yield Optimization pushes that relationship into the one place a publisher has, by definition, found no other buyer. When the stitching service and the buyer belong to the same company, what sets the price? On the evidence in the documents, the publisher's floor is the only stated control.
Ads inside low-latency streams
Why speed and stitching conflict
Latency in live streaming is set largely by segment length. Apple's HLS guidance recommends a six-second target duration and requires players to start at least three segments from the live edge, which puts an 18-second floor on glass-to-glass delay before network transit is even counted. Standard HLS typically lands at 25 to 30 seconds from camera to screen. Low-latency modes target 2 to 10 seconds.
Server-side insertion sits inside that window. The service reads an ad cue, calls an ad decision server, conditions the creative and rewrites a manifest for every session, all in the seconds between cue and splice point. A shorter buffer shrinks the time available for the ad decision.
AWS frames the commercial problem around social media. Audiences expect streams to keep pace with "a goal scored, a breaking headline, a viral moment," according to the blog, and publishers "can no longer afford latency that lets the timeline spoil the moment before their stream delivers it."
The interstitial method
Low-Latency Ad Insertion extends MediaTailor's personalised insertion to low-latency streams "using HLS interstitials, a server-guided ad insertion (SGAI) approach," according to AWS. Under that model the server marks the break in the manifest but the player fetches and plays the ad itself. HLS Interstitials, which Apple released in 2021, schedule breaks through EXT-X-DATERANGE tags carrying the com.apple.hls.interstitial class and an asset-list reference resolved late, at the break.
This is not MediaTailor's first contact with the method. IAB Australia's August explainer already listed MediaTailor as supporting server-guided insertion through HLS Interstitials alongside server-side insertion, including a per-session hybrid mode. What is new is the low-latency case.
The trade-offs documented in that explainer carry over. Server-guided insertion depends on modern players that support interstitial signalling, which much of the installed television base lacks. Measurement can be richer where the Open Measurement SDK is present and falls back to server beacons where it is not. Blocking resistance was rated good but conditional, since asset-list URLs served from a recognisable ad domain remain blockable. Just-in-time resolution also concentrates ad calls into a narrow window at each break.
That last point bears on the blocking claim AWS makes for Yield Optimization, which rests explicitly on server-side stitching. The documents do not say whether Yield Optimization operates on the interstitial path, or how its "can't be blocked" description would apply if it did.
The World Cup reference
AWS cites a deployment by Streamco during the 2026 tournament. "Our team set out to monetize low-latency streaming without giving up the latency itself, which had not been done on our platform before. Through DSPORTS's coverage of the FIFA World Cup 2026, we held six seconds glass-to-glass with ads running across every match, built on AWS Elemental MediaTailor and Amazon CloudFront," said Claudio Rodrigues da Silva, Head of IT at Streamco.
Six seconds sits inside the 2-to-10-second low-latency band. For comparison, Phenix Real Time Solutions measured average lags of 42.73 to 86.75 seconds across streaming services during Super Bowl LVIII, as documented in the same explainer.
The quote's placement differs between documents. The published blog runs it under Low-Latency Ad Insertion. The embargoed Word file and the pitch email place it under Yield Optimization. The quote names MediaTailor and CloudFront but neither new capability, and nothing in the materials says whether Streamco used Low-Latency Ad Insertion before its general availability or an earlier configuration, nor describes the commercial relationship between Streamco and DSPORTS.
The tournament was a stress test for live advertising infrastructure generally. FIFA approved advertising during three-minute water breaks across all 104 matches, Magnite had published guidance on latency, audience spikes and bid failuresin March, and iSpot later counted 25 billion TV ad impressions across US English- and Spanish-language broadcasts.
Scene-level metadata and brand suitability labels
What the models extract
Contextual Metadata uses computer vision models that run in parallel with encoding to identify objects, actions, brands, on-screen text and sentiment in live video, according to AWS. The output is emitted through a standard API and aligned to two classification systems: the Interactive Advertising Bureau content taxonomy and the Global Alliance for Responsible Media (GARM) brand suitability categories.
AWS lists four downstream uses: automated highlight clipping, content discovery, contextual ad decisioning through MediaTailor, and content moderation. Generating that information at broadcast scale previously "required either manual tagging or bespoke machine learning (ML) infrastructure," the blog says. AWS Elemental Inference itself is not new; the blog links to earlier posts on using it with MediaLive. Contextual Metadata is the addition, and AWS says it "enriches yield decisions," tying it directly to the fill capability described above.
Which taxonomy version
The documents do not specify one. That matters for interoperability. IAB Tech Lab's Content Taxonomy 1.0 carried roughly 390 categories and was deprecated in July 2020; version 2.0 carries 1,180, and the official mapping between the two appeared on January 29, 2025. Version 3.1 expanded coverage to more than 1,500 categories. A signal classified against a different version has to be translated before a buyer's platform can use it.
A framework without a steward
The GARM alignment is the more unusual choice. The World Federation of Advertisers formed GARM in 2019. X sued the body, the WFA and several advertisers on August 6, 2024, and the WFA halted GARM's activities two days later. On July 29, 2026 the WFA and X settled, with the WFA agreeing not to form or restart GARM or a similar initiative. Separately, the Federal Trade Commission sued WPP, Publicis and Dentsu in April 2026, alleging a conspiracy around a shared brand safety floor.
GARM's categories nonetheless remain in commercial use. Microsoft Advertising's documentation still describes its eight default blocked categories as broadly aligned with the GARM framework, and Amazon DSP opened brand suitability settings to API users in November 2025. The AWS materials do not say who will maintain the category definitions now that the body that wrote them no longer exists, or how sentiment is scored.
Measurement standards frame the rest. The Media Rating Council ruled on October 18, 2025 that vendors could no longer describe property-level checks as brand safety unless they also analyse images, video and audio. Frame-level computer vision is content-level analysis in kind. The AWS documents make no claim of MRC accreditation and publish no accuracy or error rates for the models.
Multiview without an encode per layout
The problem AWS describes
Multi-feed viewing covers several camera angles of one match, simultaneous games on one screen, or curated bundles mixing news, sport and entertainment. According to AWS, each existing method has a cost. Tiled encoding limits reach to devices capable of High Efficiency Video Coding (HEVC). Client-side compositing demands a custom SDK per device. Server-side compositing requires every layout combination to be encoded in advance, each costing as much as a new channel. Large operators using server-side compositing vendors spend $2 million to $12 million a year on infrastructure alone, AWS says, without citing a source for the range.
How Dynamic Multiview works
Sources are encoded once through AWS Elemental MediaLive. MediaPackage then assembles the chosen layout in the compressed domain, without re-encoding, and delivers it as a single adaptive bitrate stream over HLS or DASH. According to AWS, the output reaches more than 95% of consumer devices with a single digital rights management (DRM) key and needs no SDK, per-device build or new vendor. Compositing without re-encoding delivers up to 97% cost savings, the company says, measured against solutions that require a separate video stream for every viewing combination. That baseline is the most expensive of the three approaches AWS itself describes; no comparison against tiled encoding or client-side compositing is offered.
JioHotstar's account
"AWS Elemental MediaPackage Multiview lets us deliver multiple synchronized camera angles within a single stream, putting our subscribers in control of how they experience live sports. The server-side composition approach scales this premium experience to over 100 million viewers without multiplying origin complexity or CDN costs, giving us a true differentiator in India's competitive OTT landscape," said Akash Saxena, chief technology officer of JioHotstar.
The quote names "MediaPackage Multiview" rather than Dynamic Multiview, and it describes a deployment already operating at a scale of more than 100 million viewers, which implies use before the September 10 release; the documents give no deployment date. JioHotstar had already adopted Magnite's SpringServe for programmatic mediation across its live sports inventory on June 4, 2026, with Magnite citing 450 million monthly average users.
For advertisers, the gap is in the plumbing. AWS says Dynamic Multiview "delivers personalized viewing and ad experiences at scale," but none of the documents explains how breaks are inserted into a composited layout: whether an ad replaces one tile or the whole frame, or how an impression is counted when four feeds share a screen.
Why it matters for buyers and sellers of live video
The insertion method behind a piece of connected television inventory now determines what can be verified about it. IAB Europe's programmatic CTV guide, published in April 2026, called for disclosure of whether impressions are measured server-side, client-side or through a hybrid. A MediaTailor deployment that switches per session between stitched and interstitial delivery produces exactly that mixed picture inside a single campaign.
The metadata layer points elsewhere. MediaTailor's product page says every ad request can be extended with identity envelopes, audience data and contextual signals without additional middleware. Scene-level labels generated inside the encoder would give that request a description of the moment on screen, not only the programme around it.
Availability
According to AWS, Dynamic Multiview and Contextual Metadata are available immediately through the AWS Elemental MediaPackage and MediaLive consoles. Yield Optimization and Low-Latency Ad Insertion are available through the MediaTailor console, with Yield Optimization restricted initially to APS streaming TV publishers. Pricing for Dynamic Multiview and Contextual Metadata does not appear in the materials. AWS says it will run live demonstrations at IBC2026 in Amsterdam from September 12 to 15. The show's organiser and the RAI list IBC2026 as running from September 11 to 14, 2026; the dates in the AWS text match those of the 2025 edition.

Discussion
