Addressable reach is the number of people, households or devices inside a target audience that a buyer can actually identify and serve an advertisement to, expressed as a count or as a percentage of that audience. It is always smaller than the audience a media plan describes, because recognising the same person across a browser, a handset and a television set requires a chain of matches, and records drop out at every link.

The term separates two things planning documents routinely merge. A brief names an audience. Addressable reach states how much of that audience the buying stack can find, and frequency capping, attribution and impression pricing depend on the second figure rather than the first.

How the number is built

The calculation starts with a universe: everyone the campaign wants. Against that sits a matched pool, and the ratio between them is the match rate. Adobe Audience Manager formalises the arithmetic in its documentation, dividing Segment Addressable Audience by Total Segment Population. A device qualifies only if it has realised a trait and holds an active identifier sync with the chosen destination.

Adobe's worked example is instructive. A segment of one million devices mapped to a large destination might report an addressable audience of 700,000 and a match rate of 70 per cent. Two caveats follow: mobile application audiences are delivered in full but never counted, because the metric depends on cookie syncs mobile environments do not perform, and Safari traffic drops out entirely, since Intelligent Tracking Prevention blocks those syncs.

The caveats generalise. Addressable reach is a product of sequential multipliers rather than a single lookup: whether an identifier exists in the environment, whether the buyer's graph resolves it, whether consent permits its transmission, whether it survives the trip to the bidder, and whether the buyer wins enough auctions to convert an addressable impression into a delivered one. A stack scoring 80 per cent at each of five independent steps addresses roughly a third of its target.

The signals that carry it

In real-time bidding the mechanism is the eids array in the OpenRTB user object. Each EID names a source, the canonical domain of the identifier provider, and carries UID objects holding an identifier string and an agent type. AdCOM enumerates three agent types: 1 for an identifier tied to a browser or device, 2 for the device identifiers typical of in-app impressions, and 3 for a person-based identifier constant across devices.

OpenRTB 2.6, published in April 2022, standardised that object and added three fields describing provenance rather than value. Inserter names the entity that added the identifier. Matcher names the technology that performed the match. The mm field records the method against an AdCOM list: 1 for no match at all, where the identifier came straight from a third-party cookie or an operating system advertising identifier; 2 for a browser cookie sync; 3 for authentication such as an email login; 4 for a first-party observation without authentication; and 5 for inference from features such as an IP address.

That list is the closest thing to a quality grade on addressable reach. Two bid requests can both carry an identifier and count toward the same figure while one rests on a login and the other on an IP guess.

Television works differently. Addressability there is a property of the delivery path: a set-top box or streaming device able to substitute one creative for another in the same break, matched against a subscriber file. The identifier is the household account rather than a token in a request, which is why distributors with direct billing relationships sell authenticated data at a premium.

Where the concept came from

Zone-level targeting came first. Visible World had been serving addressable advertising at the cable-zone level since 2004, across roughly 2,300 zones, varying an advertisement by geography rather than by household. Household delivery arrived through trials: according to Strategy, Cablevision began testing in 2009 on employee homes before extending to about three million households. Sources disagree on when the commercial market opened, with Forbes dating the start to 2012, when Cablevision, DirecTV and Dish launched addressable capabilities.

On the open web the concept was implicit for years, because third-party cookies made almost all browser traffic addressable by default. Browser policy removed that assumption, starting with Apple's Intelligent Tracking Prevention 2.0 in June 2018. Cloudflare data for the third quarter of 2025 put Chrome at 66.282 per cent of global browser share, Safari at 15.135 per cent and Firefox at 3.764 per cent, close to a fifth of browser traffic in cookie-hostile environments before counting applications and connected television. Industry analysis cited in coverage of Utiq's Italian expansion put half of European inventory outside traditional cookie-based addressability.

Why buyers price it

The commercial argument rests on incrementality. Go Addressable and the Coalition for Innovative Media Measurement published a joint study on February 29, 2024, drawn from interviews with 20 stakeholders and an analysis of 145 addressable television campaigns. It found addressable delivering roughly 40 per cent target audience reach irrespective of brand penetration, holding between 37 and 45 per cent whether a brand sat below 20 per cent penetration or above 70. The same research put addressable 20 to 30 per cent ahead of linear on the efficiency of adding incremental reach once linear curves flatten.

Infrastructure has caught up with the pitch. The Video Advertising Bureau's June 2026 guide, citing an EMARKETER forecast from April 2025, reported 92 per cent of United States pay television households as addressable-enabled. A Go Addressable survey of 300 advertising professionals conducted in April 2026 found 78 per cent expecting addressable television to feature in 2026 upfront negotiations, up from 67 per cent a year earlier.

Incremental addressable reach has become a pricing term. The Trade Desk revised how it compensates Identity Alliance partners toward incremental value rather than raw volume, making a partner's worth depend on the addressable users it adds beyond those already recognised. IAB Europe's transparency guidance asks identity providers for monthly active addressable user figures specific to Safari, Firefox and Edge rather than a blended total.

Where the figures break down

The persistent criticism is that addressable reach measures the presence of a link rather than its correctness. Research commissioned by CIMM and Go Addressable and conducted by Truthset, published on November 5, 2025, examined nearly one billion IP records from six providers against benchmarks from two internet service providers and one distributor. It found IP-to-postal linkages accurate 13 per cent of the time and IP-to-email 16 per cent, with providers agreeing on the same household linkage in 6.4 per cent of cases. FreeWheel turned that into a warning that IP-based targeting can miss up to 87 per cent of households, disclosing that IP addresses account for 17 per cent of audience targeting on its own platform. Adstra and InterMedia Advertising reported in July 2026 that 23 per cent of residential IP addresses reached the intended geographic target.

Those figures sit awkwardly against the same coalition's earlier work, which reported 95 per cent of addressable households matched by postal address against 60 per cent by IP. The studies measure different quantities: one counts how often a match is available, the other how often it is right. Every organisation publishing on either side sells a remedy.

Vendor scale claims carry the same weakness. Viant states that a TransUnion partnership lifted its Household ID match rates to 95 per cent of United States households; Yahoo puts ConnectID at 232 million logged-in users. Neither is independently audited, and both count recognisability, not accuracy.

Definitional gaming is the third weakness. Addressable reach rises when the universe narrows, so a stack that excludes hard-to-match inventory reports a better ratio while reaching fewer people. Deduplication compounds it: the same person recognised through three identifiers counts once only if the graph resolves all three, which is why buyers now license separate tooling such as Amazon's cross-account reach and frequency reporting, launched on April 2, 2026. An IAB Europe survey of 79 organisations across 27 markets found cross-platform data access to be the leading obstacle, cited by 68 per cent.

Not the same as

Total addressable market, covered in a separate explainer, describes annual revenue available to a product at full market share: a financial quantity unrelated to audience identification.

Reach in its classical media sense is the net unduplicated audience actually exposed at least once. Addressable reach is a ceiling on part of it, not a delivery figure.

Addressability is the capability of recognising a user at all, quantified against a specific audience and destination only when it becomes addressable reach.

Incremental reach is the audience a channel adds beyond what another already delivered. High addressable reach with heavy overlap produces very little of it.

Recent developments

Identity vendors have shifted from asserting scale to documenting method. Truthset began grading provider records rather than counting them, an approach FreeWheel adopted for its own audience matching, while ID5 documented support for IAB Tech Lab provenance fields in June 2026. Channel coverage widened at the same time: SiriusXM Media and AdsWizz deployed LiveRamp's Authenticated Traffic Solution and RampID across streaming and podcast inventory on May 28, 2026, moving identity in audio from pass-through to activation.

The raw material remains contested. Apple's developer notice of August 24, 2026 confirmed that new Sign in with Apple relay addresses will move to a separate domain, altering the email addresses that serve as identity anchors for matching and attribution. Hashed email is the spine of authenticated addressable reach, so platform decisions about how addresses are issued set its upper bound.
