microm GmbH and Azerion have integrated the German PLZ-8 geographic grid into the Hawk DSP, giving advertisers in the country a single spatial key for buying across screen types without third-party cookies or individual user identifiers. The two companies set out the integration in a LinkedIn post carrying a five-day timestamp when captured, placing publication on September 8, 2026.

Four claims accompany the integration. According to Azerion, the PLZ-8 raster functions as a unified geographic identifier linking digital out-of-home, connected television, audio, mobile and desktop at neighbourhood level; b4p target groups transfer into Hawk without detours; delivery occurs purely at aggregated geographic level, independent of third-party cookies and individual user IDs; and the homogeneity of the grid reduces wastage. The company named Boris John, Dominik Fronz and Oliver Bolenius of Hawk as contacts for questions.
No launch date, pricing structure, minimum spend, coverage figure or accuracy benchmark appears in the announcement. Nor does it specify how a bid request is resolved to a PLZ-8 polygon at auction time, which is the operational question that separates a planning layer from a delivery layer.
The grid itself
PLZ-8 is not an official German administrative or postal unit. According to microm, the level is one the company built itself, sitting below the five-digit postcode that Deutsche Post maintains, alongside two other proprietary levels: the street section and the individual building. Germany runs two parallel geographic hierarchies, administrative and postal, and microm supports both, adopting official names and identification numbers from the municipal level upward.
The design target is homogeneity rather than equal area. According to microm, PLZ-8 areas average around 500 households each and respect both postcode and municipal boundaries, producing zones that are realistically comparable to one another for marketing analysis. That comparability is the point: a cell in a dense Berlin block and a cell covering several rural streets contain a similar number of households, so index values computed across them mean roughly the same thing.
Cell counts vary by source. Azerion's post puts the total at around 82,000 units. A 2012 academic description of microm's methodology, published by the Leibniz Institute of Ecological Urban and Regional Development, cited approximately 85,000 PLZ-8 areas alongside about 1.5 million street sections. The finer street-section level averages 27 households, according to microm, which places PLZ-8 roughly eighteen times coarser.
microm has also layered classification on top of the geometry. Its PLZ-8 Raumtypologie groups the areas into 15 types using clustering on locational criteria such as distance measures, together with functional and settlement-structure indicators including building types, the sectors of businesses resident in the cell, and land use. The company, based in Neuss, belongs to the Creditreform group and has operated in geomarketing since the early 1990s.
From survey panel to polygon
The second half of the integration concerns what fills the cells. best for planning is published annually by the Gesellschaft für integrierte Kommunikationsforschung, a joint venture of five German publishing houses: Axel Springer, Bauer Media, Funke, Gruner+Jahr and Hubert Burda. According to GIK, the 2025 edition surveyed 30,390 randomly selected people to represent a universe of 71.00 million German-speaking residents aged 14 and over, covering around 2,400 brands across more than 100 market sectors, with reach data spanning 166 magazines, 66 daily newspapers, 17 television stations, radio, online audio, free weeklies, out-of-home, cinema and 692 online offerings.
Azerion's post renders the study name as Best 4 Planning. GIK publishes it as best for planning. The abbreviation b4p is identical either way, and the numeral form circulates informally in the German market, but the two are not the same string.
The structural problem the integration addresses is old. A survey of 30,390 people produces a statistically representative picture of who buys what and watches which channels, and none of those 30,390 individuals is the person on the other side of a bid request. Media planning in Germany has long bridged that gap through geographic projection: locate the survey-defined target group in space, then buy the space. microm already sells that projection service, advertising the ability to locate target group combinations from best for planning geographically. Routing the output into a demand-side platform as polygons compresses the handoff between the planning file and the buying interface.
Why geography substitutes for identifiers
Aggregated location has become one of the few targeting inputs that behaves consistently across channels. A digital out-of-home screen has no cookie and no user. A CTV device carries a household-level identifier at best. A mobile application may or may not surrender an advertising ID depending on operating system permissions. Browser traffic splits between environments where third-party cookies function and environments where they have been blocked for years.
Geography sidesteps the split because every channel knows, to some approximation, where it is. That approximation differs sharply by channel, which is the unresolved part. A screen has a fixed installation address and resolves to a PLZ-8 cell exactly. A mobile impression resolves through GPS or IP address, with materially different error radii. A desktop impression typically resolves through IP geolocation, which in Germany can misplace a connection by a considerable distance. The announcement does not address how those differing resolution qualities are reconciled inside a single cross-channel segment, and the gap matters because a 500-household polygon is smaller than the error bar on several of the inputs.
The regulatory framing is more straightforward. Delivery at aggregated geographic level, with no individual-level identifier attached, changes the personal-data analysis under European law. It does not eliminate it, since the residual question of whether a sufficiently small geographic segment can single out a household remains live, but it moves the activity away from the consent machinery that governs identifier-based targeting.
Hawk's accumulated data layer
The German integration extends a pattern rather than starting one. Hawk was founded in 2013 by Hakim Metmer and Renaud Biet, opened a research and development centre in Montpellier with 45 engineers the following year, and launched a self-service platform in 2018 before Azerion acquired it.
Under Azerion, the platform has added data partners at a steady cadence. Azerion integrated Global Data Resources into Hawk on January 29, 2026, enabling geo-demographic targeting across 13 European markets by addressing geographic clusters and neighbourhood-level patterns rather than individuals, without cookies or device identifiers. Acxiom and Lotame were integrated as privacy-safe data partners during the same quarter. Supply has grown on a parallel track. Azerion routed the Spotify Ad Exchange directly into Hawk on May 28, 2026, took over audio advertising sales for around fifteen L'Equipe podcasts in France earlier that month, and extended into event-triggered in-app audio through a partnership with Audiomob on July 9, 2026.
The financial backdrop is a company compressing costs faster than it grows revenue. Azerion reported continuing operations revenue of 117.4 million euros for the first quarter of 2026, up 1.6%, with adjusted EBITDA up 11.9% to 9.4 million euros and reported EBITDA up 42.6% to 6.7 million euros. Salary costs for continuing operations fell from 19.4 million euros to 16.6 million euros year on year, while the monthly volume of digital ads sold rose 18.3% to an average of 13.6 billion. The group absorbed the entire advertising sales team of Bauer Media France in July 2026, a transaction of the same character: acquiring commercial infrastructure without acquiring editorial cost.
The German market context
Germany carries roughly 111,000 digital out-of-home screens, a figure established in the Moving Image Equivalence Study published on August 25, 2025, which analysed 1,200 participants for Mediaplus, Ströer and WallDecaux and found optimal contact mixes reaching up to 90% assisted advertising recall. A screen estate of that density is what makes a neighbourhood-level grid useful rather than decorative: at 82,000 cells and 111,000 screens, the average cell contains more than one screen.
Postal geography has been hardening into a targeting primitive across the major platforms. Google Ad Manager added postal code targeting for Spain and Italy on June 16, 2025, joining a framework that already covered Germany, France, the United Kingdom, the United States, Canada, Australia and India. Amazon released a geographic optimization API for DSP advertisers that segments markets into performance bands at postal code granularity rather than requiring explicit inclusion lists.
What distinguishes the German arrangement is provenance. Postal codes are administrative artefacts that happen to be available; PLZ-8 was constructed for marketing segmentation and is licensed by a single commercial owner. The upside is homogeneity, which official postcodes conspicuously lack. The downside is dependency, and no portability path is described in the announcement.
Why this matters for the marketing community
For German media teams, the significance is workflow rather than capability. Geographic projection of b4p target groups was already purchasable from microm; cookie-free geo targeting was already available in Hawk through the GDR layer.
