A keyword is a word or phrase an advertiser enters into a search advertising account so that an advertisement becomes eligible to compete for a query. Google's documentation describes keywords as the words and phrases used to pair advertisements with what people search for. The unit does two jobs at once. It expresses demand, telling the platform which slice of search traffic is wanted, and it draws a boundary, defining which queries can trigger a bid and which cannot. Search demand arrives already sorted by intent, and the keyword is the handle by which a buyer takes hold of part of it.
Where the keyword sits
In Google Ads the keyword is an ad group criterion, held one level below the campaign. Bids apply at campaign, ad group and criterion level, the lower overriding the higher, so a maximum cost-per-click attached to a single keyword supersedes the ad group default.
The container is tightly bounded. A single keyword may run to 80 characters and no more than ten words. An ad group holds up to 20,000 targeting items, an account up to 5 million, and a campaign up to 10,000 negative keywords, with 5,000 permitted in a shared negative list and only 1,000 considered at account level for Display and Video campaigns.
Match type qualifies every keyword and is expressed in punctuation. Plain text means broad match, quotation marks mean phrase match, square brackets mean exact match. Broad is the default. According to Google's documentation, broader types capture everything the narrower ones capture and more, so a broad match keyword reaches the queries an equivalent phrase or exact keyword would reach, plus related searches. Google also lists the inputs broad match consults beyond the keyword itself: the recent search activity of the user, the content of landing pages and assets, and the other keywords sitting in the same ad group. The Google Ads API reflects a fourth value alongside BROAD, PHRASE and EXACT in its match type enumeration: AI_MAX.
When several keywords could claim the same query, a four-tier hierarchy decides. Exact match keywords identical to the search term rank first. Phrase and broad match keywords, including AI Max, or Performance Max search themes identical to the term rank second. AI-based relevance ranking across ad groups comes third, and Ad Rank breaks any remaining tie. Near-duplicates collapse: Google states that "red car" and "car red" are recognised as duplicates, with the higher Ad Rank used, so only one bid enters the auction.
Quality sits on top of the bid. Auction-time quality covers expected clickthrough rate, ad relevance and landing page experience, and the one-to-ten Quality Score reported against each keyword is a diagnostic summary rather than the number fed into the auction.
Negative keywords subtract, and they do not behave symmetrically with positive ones. Google's documentation is explicit that negatives do not expand to close variants: excluding the negative broad keyword flowers blocks a search for red flowers, but an ad can still serve on red flower.
From GoTo.com to the keyword auction
The mechanism has a datable origin. In February 1998 GoTo.com, an Idealab company founded by Bill Gross, opened an auction in which advertisers bid for placement against a keyword and paid only when someone clicked. Gross presented the model at the TED8 conference on 21 February 1998 to an audience that found the open sale of search placement objectionable. GoTo filed its defining patent on 28 May 1999, was granted US 6,269,361 on 31 July 2001, and renamed itself Overture Services in October 2001.
Google entered late and copied the structure. AdWords launched in October 2000 sold on a per-impression basis. AdWords Select, in February 2002, replaced that with a keyword auction charged per click, and Overture sued for patent infringement two months later. The case settled in 2004, with Yahoo receiving Google stock in exchange for rights to the intellectual property. Quality Score and Ad Rank followed in 2005, introducing quality-based minimum bids so that relevance, not budget alone, governed eligibility. Dynamic Search Ads arrived in 2011 and introduced matching without any keyword at all.
What came next was a steady loosening of the string. In 2014 close variants became compulsory, ending pure exact match and folding in plurals and misspellings. Word order and function words joined in 2017. In 2018 same-meaning matching reached exact match, and in July 2019 it extended to phrase match and the broad match modifier. February 2021 began the absorption of the modifier into phrase match, completed for all languages by July 2021. On 30 August 2025 Google announced enhanced AI keyword matching, under which exact match operates on semantic meaning rather than literal words.
Why it matters to buyers
The keyword is where search budget is allocated, forecast and audited. Planning still runs through it. Keyword Planner, rebuilt in 2018 with the older interface deprecated in 2022, supplies search volume and cost forecasts, and gained city, region and device-level breakdowns in July 2025 alongside a negative keyword tab in October 2024.
Account architecture was built around the unit for two decades, with campaigns and ad groups constructed to isolate every variation by match type. That practice has been actively discouraged since Google's systems began reading synonyms and intent, which made exhaustive segmentation more costly to maintain than it was worth. Prices attached to keywords are not trivial: WordStream benchmarks across 13,474 campaigns placed the 2026 average Google Ads cost per click at 5.42 dollars, against 2.32 dollars in 2016.
Limitations and disputes
Precision is the loudest complaint. Brian Lasonde of PPC Boost documented on 12 November 2025 that exact match keywords were triggering advertisements for queries missing their core semantic elements. Smarter Ecommerce later measured the displacement directly, finding that exact match was losing roughly one impression in four to AI Max. Mike Ryan of the same firm, reviewing more than 250 campaigns, called AI Max "the worst match type by the numbers", while independent testing across roughly 30,000 search terms found fewer than half showing any keyword match at all.
Exclusion has not kept pace with expansion. Google raised the Performance Max negative keyword cap from 100 to 10,000 in March 2025 after Ads Product Liaison Ginny Marvin acknowledged that the old limit had "felt too restrictive", and campaign-level negatives reached the Google Ads API in June 2025 and the desktop application in November 2025. Negatives still match text strings while inference operates on meaning, so an exclusion can be routed around, a gap Google itself acknowledged when adding brand controls inside AI Max.
Visibility is the third dispute. Volume thresholds introduced in 2020 removed low-volume queries from the search terms report, and in May 2026 the report began displaying inferred intent rather than the string a user typed. Reporting also mixes mechanisms: with AI Max active, traffic is attributed back to the narrower match types present in the account, so one exact match row can combine several delivery paths.
A fourth problem sits outside advertising entirely. Keyword-level search volume is eroding as answers move into generated summaries. SISTRIX analysis of more than 100 million German keywords found AI Overviews affecting 20% of them and cutting first-position clickthrough from 27% to 11%, and Fractl research covering 1,010,848 keywords measured a 29% fall in overall search demand.
Not the same as
Search term is what a person actually typed. The keyword is what an advertiser bought. The two coincided more often before close variants.
Negative keyword is an exclusion criterion using the same syntax but different matching rules, since it never expands to close variants.
Search theme is a Performance Max input that signals intent without entering the keyword hierarchy as a bid unit, though it competes at the second priority tier.
Meta keywords tag is an HTML element listing terms in a page header. Google stated on 21 September 2009 that it does not use the tag in web search ranking, and the position has not changed.
Recent developments
Automation is now absorbing the unit rather than replacing it outright. Google switched off creation of legacy campaign-level broad match and automatically created assets configurations on 3 August 2026 and began converting those campaigns to AI Max on 1 September, with pre-migration banners running through the month. Dynamic Search Ads, originally scheduled for the same window, were pushed to a February 2027 automigration after practitioner objections.
Other platforms moved in parallel. Microsoft folded Predictive Matching into search term matching within its own AI Max product in July 2026, embedding the notice in help documentation rather than announcing it. Amazon went the opposite way in October 2025, allowing brand owners to reserve share of voice on their own branded keywords through Brand Registry validation, with generic terms rejected on the grounds that no valid trademark was found.
The narrowest match types have since crossed into generated surfaces. Reporting on 4 September 2026 confirmed that exact and phrase match keywords were serving advertisements in AI Mode, a placement previously associated with broader matching.
