The segments draw on what Vistar calls an "expanded universe of consented data" and on "consented deterministic signals, including real app ownership and engagement, as well as location insights".

Vistar describes the result as a "significantly larger, more representative set of audiences" that can serve a wider range of verticals. No figures accompany that comparison. The announcement does not state how large the earlier T-Mobile segments were, how many segments now exist beyond "thousands", or how the expanded data universe is sized.

How scores turn into screen selection

The mechanism, as Vistar lays it out, has two stages. T-Mobile Advertising Solutions converts proprietary carrier signals into aggregated audience scores. These scores indicate where selected audiences are more likely to be present during the day. Vistar then matches the scores to available inventory, so that campaigns run on the screens judged most likely to reach the intended group.

Targeting therefore works at the level of place and time rather than the individual viewer. A screen carries a score for a given audience group, and the platform buys against that score.

The approach has precedent in the channel. In September 2020, Adsquare partnered with Vistar to index DOOH screens by combining mobile audience data with SDK-derived location information, starting in the UK. In August 2025, Vistar's Brazil expansion offered segments powered by Foursquare location intelligence across more than 30,000 screens. In both cases the audience data came from outside the T-Mobile group. The October 5 announcement places a parent-company data source behind the same type of screen scoring.

The T-Mobile ownership trail

T-Mobile announced its $600 million acquisition of Vistar Media on January 13, 2025, with the deal completed on February 3, 2025. A month later, T-Mobile bought the location data company Blis for roughly $175 million, a transaction that closed on March 3, 2025. Blis builds its targeting on geography rather than identity. The two acquisitions together were expected to contribute $250 million in revenue, $75 million in EBITDA and $50 million in free cash flow in 2025.

Vistar's own description of its business has grown wider since. The company now lists a demand-side platform, a supply-side platform, an ad server, a player, a device management system and traditional OOH planning software, the last of which followed its April 2024 purchase of ADstruc. Vistar says it is headquartered in New York, operates in more than 35 markets and runs "the industry's largest marketplace for OOH transactions". The last claim is the company's own and is not independently verified in the announcement.

The market in which this sits is sizeable. OAAA data put U.S. out-of-home advertising revenue at $9.46 billion in 2025. Vistar inventory has also been reaching buyers outside its own platform: on August 18, 2026, DeepIntent added Vistar DOOH and point-of-care inventory to its DSP. The segments announced on October 5 are described differently, as available exclusively through the Vistar DSP.

She added that "by bringing carrier insights into digital out-of-home, we're giving advertisers access to one of the most robust and representative sets of high-quality audience data available in the channel".

Jess Zhu, Head of Advertising Products & Development at T-Mobile Advertising Solutions, said: "The provenance and the fidelity of our carrier data is a genuine differentiator. It gives us a direct, consented understanding of mobile behaviors that uncover relevant audience interests, engagement patterns, and key areas for activation throughout the day."

What the announcement leaves open

Several details that buyers would typically need are absent from the material published on October 5. No pricing or data fee structure is given. No list of countries or markets is provided, although Markowitz's title refers to the Americas marketplace and T-Mobile is a U.S. carrier. No campaign results, lift figures or third-party validation are cited. The size of the consented base behind the scores, the consent mechanism, and the refresh frequency of the scores are not described either.

For the wider marketing community, the announcement adds to a pattern PPC Land has tracked since early 2025: a telecommunications group assembling DOOH technology, location data and first-party signals under one roof. Whether the exclusivity of the segments within the Vistar DSP shapes how agencies split DOOH budgets across buying platforms is a question the announcement does not address.
