PLZ-8 is a privately built division of Germany that cuts the country's five-digit postal codes into far smaller pieces, roughly 82,000 of them, each containing about 500 households. It is a marketing construct, not an administrative one: Deutsche Post does not issue it and no letter has ever been addressed with one. It exists because the official postcode is an unreliable unit for comparison. One five-digit area may cover a hamlet and the next a dense city quarter, so any index calculated across postcodes is distorted by the different populations sitting behind each value.

The name describes the construction. Germany's five-digit Postleitzahl, abbreviated PLZ, is extended by three further digits to produce an eight-character code, and the resulting cells nest inside both postal and municipal boundaries.

How the grid is built

The design target is homogeneity, not equal surface area. A cell in central Berlin may run to a few buildings while a rural cell absorbs several streets, because the household count is held constant rather than the square kilometres. The point of that constraint is arithmetic: an index value computed in one cell means approximately the same thing as the same value computed in another.

microm Micromarketing-Systeme und Consult GmbH, based in Neuss and part of the Creditreform group, is the owner of the level. According to its product documentation, PLZ-8 sits inside a hierarchy of proprietary levels below the official postcode, alongside street sections and individual buildings. The street-section layer averages 27 households, making PLZ-8 around eighteen times coarser, and the company's own count of PLZ-8 areas is approximately 83,000 as of September 2026.

Boundaries are refreshed annually. According to PTV, which distributes the geometry commercially, the reference date moved to 1 January with the 2014 release, and the R2025 version is built on boundaries as at 1 January 2024 with attribute data drawn from 2022 to 2024. The attribute package sold against the geometry carries population by gender and age group, household counts, purchasing power ratios and a centroid coordinate for each cell.

A classification layer sits on top. The PLZ-8 Raumtypologie groups the cells into 15 types by clustering on distance measures alongside building types, the sectors of businesses resident in each cell, and land use.

Where it sits in the bid stream

Nothing in the auction protocol knows what a PLZ-8 is. The OpenRTB Geo object, through version 2.6, carries latitude, longitude, a location type, an accuracy radius in metres, country, region, metro, city and a zip field, which is where the five-digit PLZ lands. The eight-digit cell has to be derived afterwards, inside the buying platform, by resolving coordinates or an address to a polygon.

That derivation is where the channels diverge. A digital out-of-home screen has a fixed installation address and resolves exactly. A mobile impression resolves through satellite positioning or an IP address, with error radii that differ by an order of magnitude. Desktop traffic resolves through IP geolocation alone.

Precision at the top of the chain constrains everything below it. According to Google's bidder documentation, its OpenRTB implementation approximates device location from the IP address, generalises it so any reported location is shared by a sufficiently large number of users, truncates the address it passes, and limits latitude and longitude to 0.01 degrees. That rounding alone spans over a kilometre north to south, wider than most urban cells.

Distribution runs through two routes. microm publishes its data in the marketplaces of buying platforms including Adform and Google's display platform, and separately through partners that attach the segments to cookies before pushing them into demand-side platforms. The second route inherits every weakness of the identifier it rides on.

Origin and evolution

German postcodes date to 1941, when two-digit zones were introduced for parcels, extended to letters in 1944. West Germany moved to four digits in 1962 and East Germany followed in 1965. Reunification left roughly 800 duplicate codes, and the current five-digit system took effect on 1 July 1993. According to Deutsche Post DHL Group, 28,278 codes were in issue by 2018, of which 8,181 covered delivery areas, with the remainder assigned to post office boxes, bulk recipients and promotional use.

microm has operated in geomarketing since 1992. The PLZ-8 product reached the market in mid-2008. Attribution of its authorship is not settled: PTV's data description states the level was developed jointly by PTV and microm, while microm's own site describes it as a level the company developed.

Adoption as a shared currency came on 4 May 2011, when the data provider AZ Direct began offering its market data on the same level. Uwe Klaholz, then head of geodata at microm, said postcode boundaries made an ideal basis because users already carried that structure in their heads.

Ad tech reached the grid later. Digital Element launched an Alternate Area Database for Australia on 3 September 2024, mapping IP addresses to statistical areas instead of postcodes, and named PLZ-8 and France's IRIS zones as the next additions to its NetAcuity platform.

Why it matters for buyers

Aggregated geography has become one of the few targeting inputs that behaves consistently across every channel a German media plan contains. A screen has no cookie, a connected television device carries a household identifier at best, and a mobile application may or may not surrender an advertising identifier. Browser traffic splits between environments where third-party cookies work and environments where they were blocked years ago.

The scale makes the level usable rather than theoretical. German research put the domestic digital out-of-home estate at roughly 111,000 screens on 25 August 2025, which averages more than one screen per cell.

Postal geography has been hardening into a standard targeting primitive elsewhere at the same time. Google Ad Manager added postal code targeting for Spain and Italy on 16 June 2025, joining a framework that already covered Germany. Amazon released a geographic optimisation API that sorts postal codes into performance bands carrying bid multipliers, then extended zip-level targeting to Prime Video inventory. Netflix activated postal code precision across EMEA on 1 July 2025. Acxiom made geo-based audience segments live in The Trade Desk's data marketplace for the United Kingdom and Germany on 10 June 2026.

Limitations and disputes

The basic figures are not agreed. Cell counts circulate at around 82,000, approximately 83,000 from microm itself, and about 85,000 in a 2012 academic description of the methodology. Average household counts are given as 400 to 500, as 500, and as 500 to 1,000 depending on the source and the year. The variance is partly real, since a change in how multi-part cells are split raises the total, and partly a consequence of a commercial dataset with no public register behind it.

Resolution quality is the harder problem. A 500-household polygon is smaller than the error bar on several of the signals feeding it. Analysis by FreeWheel cited CIMM data showing IP addresses match postal records only 13% of the time, against device-native coordinates carrying a stated confidence radius. A location marketing guide documented the failure concretely: a Frankfurt connection that should have reported postcode 60322 resolved to 65931 instead.

Ownership is a structural risk. The level is licensed by a single company, no public specification defines it, and reach and frequency models built on those cells cannot be ported to a rival vendor.

The wider criticism of micro-geographic data in Germany concerns inference rather than advertising. Section 31 of the Bundesdatenschutzgesetz makes scoring lawful only where address data was not the sole input, and requires that the individual be informed when address data is used at all. Data protection authorities, urban planners and consumer groups have argued for years that neighbourhood-level scoring stigmatises districts. The analysis is more favourable for advertising, since delivery at aggregated level with no identifier attached sits outside the consent machinery that governs identifier-based targeting across the European Economic Area, though it does not settle whether a sufficiently small cell singles out a household.

Not the same as

PLZ, the five-digit postcode, is the official unit maintained by Deutsche Post and the one carried in the bid request. PLZ-8 is derived from it and has no postal function.

PLZ 8 as written in the German trade usually means the first-digit region covering the Munich area, a Leitregion of national scale rather than a neighbourhood cell.

Baublock and street section are finer again. The building block is an official statistical unit; the street section is another microm level averaging 27 households.

Designated market area is the American analogue in function but not scale: 210 television markets built from counties, covered in a separate explainer.

Recent developments

microm and Azerion integrated the grid into the Hawk demand-side platform in an announcement dated 8 September 2026, allowing target groups defined in the best for planning market media study to pass into the platform as spatial polygons and run across digital out-of-home, connected television, audio, mobile and desktop without cookies or user identifiers. The study behind those segments surveyed 30,390 people for its 2025 edition, projected to a universe of 71.00 million residents aged 14 and over. No launch date, price, coverage figure or accuracy benchmark accompanied the announcement.

The integration extends a pattern. Azerion added Global Data Resources to Hawk on 29 January 2026 for cookie-free geo-demographic targeting across 13 European markets, brought Acxiom and Lotame in during the same quarter, runs footfall and movement data from Adsquare inside its data marketplace, and routed the Spotify Ad Exchange directly into the platform on 28 May 2026. Device-level signals develop on a separate track, including router identifiers now drawing regulatory attention, which resolve far below cell level where available at all.
