Google clarifies the verification is required for all ad formats and extensions, but Authorized Buyers (Google Ad Manager exchange) and DV360 accounts that engage in financial services don’t need to get verified at this time.
Non-financial advertisers that show ads to UK users who appear to be seeking for financial services need to ask for an exemption.
