microm is a German data company selling small-area population statistics to advertisers, retailers and media planners. Its legal name is microm Micromarketing-Systeme und Consult GmbH, it operates from Neuss, and it belongs to Creditreform, the credit information organisation founded in Mainz in 1879. What it licenses is not a list of people but a set of attributes attached to pieces of German territory: purchasing power, household structure, consumption interests, media affinities and lifestyle classifications, calculated for areas as small as a single building. The best known is the PLZ-8, a proprietary grid of roughly 83,000 cells averaging around 500 households, which German agencies treat as the default unit of small-area planning.

The company exists because marketing in Germany has long needed a way to describe consumers without identifying them. Market research delivers detailed portraits of a few thousand respondents; address databases deliver millions of households with almost nothing attached. Microgeographic segmentation bridges the two by computing, for every small area, the likelihood that the people there match a defined target group. The buyer then aims at the area.

What sits inside the database

The catalogue runs from sociodemographic and socioeconomic variables to consumer behaviour, target group models, frequency data and geometry: purchasing power, household structure, unemployment rates, payment indices, retail centrality and category affinity scores.

Inputs come from many places. According to Oliver Jörns, Customer Service Director at microm, Creditreform and its subsidiaries now supply only part of the raw material, with the Federal Employment Agency, statistical offices, market media studies and household databases feeding it too, and partner technology adding movement data from traffic planning. The company states that it knows no names and works only with anonymised and aggregated address data, a claim central to how the category is sold.

Branded models sit on top. The Sinus-Geo-Milieus take the ten Sinus-Milieus from sociocultural research and calculate, for every house in Germany, the probability that each milieu occurs there. Limbic Types, life phase models, Digital User Groups and a Raumtypologie sorting the grid into 15 area types run alongside.

The geometry beneath the segments

The hierarchy runs bottom-up, so any value calculated at house level aggregates into any larger unit: the building, then the street section at an average of 27 households, then PLZ-8, then official building blocks, city districts, municipalities and the five-digit postcode areas maintained by Deutsche Post.

PLZ-8 is the level that matters commercially, and it is not an official unit. microm built it as a finer subdivision of every German postcode, with cells respecting postcode and municipal boundaries while holding a comparable number of households rather than a comparable area. Homogeneity is the point: a cell covering one dense Berlin block and a cell covering several rural streets hold similar household counts, so index values computed across them can be compared. microm describes the level as an established market standard in the agency world.

Counts differ by source. microm publishes approximately 83,000 areas; a 2012 methodological description from the Leibniz Institute of Ecological Urban and Regional Development cited around 85,000, alongside about 1.5 million street sections; Azerion put the figure at roughly 82,000 in September 2026.

From survey panel to map polygon

A product called microm geo b4p takes target groups defined in best for planning, the market media study published annually by the Gesellschaft fuer integrierte Kommunikationsforschung, and locates them in space. Buyers pick from more than 2,400 brands and over 120 market sectors, then receive target group shares at house, street section or PLZ-8 level.

The 2025 edition of the study surveyed 30,390 people to represent 71.00 million German-speaking residents aged 14 and over, according to GIK, and none of them is the person behind a bid request. Projection into space turns an unusable sample into a buyable map.

How the data reaches a campaign

Three routes exist. The oldest is licensing for analysis through microm's mapChart geographic information system. The second is the third-party data marketplace: microm's documentation lists Adform, Google DBM and MediaMath as marketplaces carrying its segments, and names adality and KBM as the partners linking its data to cookies before pushing it into demand-side platforms. That page has not aged well: Google renamed DBM to Display & Video 360 in 2018, and MediaMath collapsed into bankruptcy in 2023.

The third route delivers the geometry itself. On September 8, 2026, microm and Azerion announced that PLZ-8 had been integrated into the Hawk demand-side platform, allowing b4p target groups to be passed in as spatial polygons and activated across digital out-of-home, connected television, audio, mobile and desktop without cookies or individual identifiers. Ströer, separately, adds anonymised mobile network data to estimate which target groups pass its public video screens. A partnership with InfoSum lets the PLZ-8 identifier act as a join key between a brand's own records and microm attributes, a use of the clean room model that avoids matching at person level.

Origin and evolution

Creditreform established microm in 1992 to commercialise consumer data collected as a by-product of credit reporting; the GmbH now trading under the name entered the Neuss commercial register in 1997. Geomarketing then meant branch network planning for retailers, with purchasing power indices as the flagship product. Milieu work followed, and microm has geolocated Sinus milieus for more than two decades, extending the approach to Sinus migrant milieus in 2009. Digital distribution arrived in November 2013 with Digitalraum, a joint venture formed with the agency brandseven.

Cookie deprecation changed positioning more than method. Creditreform markets the data explicitly as an alternative to tracking-based advertising, arguing that a technique built for postal direct marketing transfers to a world where browser identifiers no longer resolve. Jörns has described the resulting shift: with bricks-and-mortar expansion slowing, media companies became the more important customers.

Why it matters for the marketing community

Germany is the largest advertising market in Europe and an unusual one, with out-of-home growing faster than any other offline channel and bought programmatically to a degree without parallel. Ströer reported programmatic digital out-of-home revenue up 45.0% in the second quarter of 2026, after 12.1% growth in the first, and German research published in August 2025 counted roughly 111,000 digital out-of-home screens there. Screens carry no cookies, so a channel that size needs a spatial addressing scheme, and PLZ-8 is the one German planners already use.

Geography has been hardening into a targeting primitive elsewhere too. Google Ad Manager extended postal code targeting to Spain and Italy in June 2025, and Azerion added Global Data Resources segments to Hawk across 13 European markets in January 2026. The German choice now lies between spatial models and consent-based identifiers such as those Ad Alliance adopted through Utiq.

Limitations and disputes

The central objection is statistical. A probability computed for 500 households describes the area, not the resident, and buying the area means accepting that some impressions reach people who do not match. Precision at house level is a model output rather than an observation, as microm's own framing of milieu values as probabilities concedes.

Delivery accuracy varies by channel. A screen has a fixed address and resolves to a cell exactly. A mobile impression resolves through satellite positioning or an IP address, a desktop impression usually through IP geolocation alone, whose error radius can exceed the width of a 500-household polygon. Segments built on one grid inherit the weakest resolution in it.

The legal position is contested rather than settled. microm asserts that it processes no personal data. The European Data Protection Board adopted guidelines on July 7, 2026 replacing the 2014 anonymity test with a three-part frameworkadding a no-inference limb, and aggregated audience segments sit inside the territory they address. German law separately restricts the adjacent practice of geoscoring: section 31 of the Federal Data Protection Act forbids calculating a creditworthiness probability from address data alone and requires documented prior notification wherever address data is used. In Case C-634/21, decided on December 7, 2023, the Court of Justice of the European Union held that generating a probability value can itself be an automated decision under Article 22 of the GDPR when a third party relies on it decisively. Advertising segmentation is not credit scoring, but both rest on the inference that an address predicts behaviour.

Two commercial objections follow. PLZ-8 is licensed by a single owner, so an architecture anchored to it is not portable. And the efficiency claims attached to the grid, reduced wastage among them, carry no supporting figures or independent validation.

Not the same as

Postcode targeting. The five-digit PLZ is an administrative artefact maintained by Deutsche Post. PLZ-8 is a commercial construct built for segmentation, roughly 83,000 units against about 8,200 postcodes.

Data broker. A data broker in the American regulatory sense trades records about identified individuals. microm sells attributes of areas, a distinction with legal weight in Europe even where the commercial function overlaps.

Sinus-Institut. Sinus builds the milieu model from qualitative research; microm licenses it and calculates where each milieu is likely to live.

Geo experiments. Tools such as Meridian GeoX split regions into treatment and control groups to measure incrementality: measurement method, not audience definition.

Recent developments

The Azerion integration announced on September 8, 2026 marks the direction of travel: from a planning file handed to an agency towards a targeting layer inside a bidder. Nothing in it addressed pricing, availability or how a bid request resolves to a polygon at auction time, the question that separates planning from delivery. Behind it sits a broader migration, as data minimisation pressure under the GDPR pushes buyers towards inputs that never touch an identifier. Germany is where the substitution is being tested first.
