Microsoft says this change is to maintain consistency across reporting and invoice data. Advertisers need to align their campaigns with the time zone at the account-level.

Time zones are important for reporting and invoicing. Microsoft is recommending advertisers to review their account time zone in Tools > Preferences > Account settings.
